I have the exact same problem. No block structure settings. Did anyone figure out a fix for this? Currently running 6.10.3.

Have you tried this on different browsers? Also, please check if you see any errors in your cosole.
I have tried on different browsers. I am not a pro with joomla but found the console. The only thing relating to acymailing is no index key could be used.
I have removed acymailing and reinstalled a fresh copy, same issue.
Please advise further

It is the box slide setting to adjust box sizes that is missing.

Not sure what you are pointing at. For a multi column block you'll find an option in the righthand panel to change the width of the columns with your mouse. For a single colomn block this is not shown as it is a single column.
If this is not the rught answer to your question, please post a screenshot on which we can see what is missing.
I do understand where the multi column adjustment tool is. However the adjustment tool is not showing. Please see a sample template where I have clicked onto a multi column box. If you look on the right hand side the adjustment tool is not displaying.
Further to the above screenshot, to my knowledge it should look like this
