number of confirmed users vs number of mails sent not matching

Hi I have an 8000 person email list of confirmed users.
I just sent a cron email campaign and it says its complete at ₅₀₀₀ emails sent? How do I troubleshoot this?

I opened one of the subscribers, who is subscribed to the list I sent and she did not receive the email.

You didn't specify:

which sending method are you using
what are the limitations of sending method in terms of number of emails per hour and per day
are you using Free or paid version
which version exactly are you using
