Create User not creating users

I am trying to get the Create Joomla User plugin to work with Acymailing 7. I have toggled it on, kept the rest of the settings at default. I then go to import and paste in an email address. I choose a list to subscribe to, press ok and the user is imported, and added to the list, but no Joomla user account is created. Have I missed a step? I have Joomla users allowed within the Joomla congfig. My Joomla is 3.10.

Create Joomla User plugin is for version 5

In version 7, you have to install Create User add-on

Sorry I used the wrong word. I am talking about the addon. It doesn't seem to do anything - no use is created, even though it's toggled on and the joomla settings are set to allow user creation.
