Is there a way to force subscribe to a list?

Hello!
Our bounced rules for failed final was set to Unsubscribe a user from the list and what happened is our mailgun account was temporary suspended. When a newsletter went out, that triggered Failed Final Rules for bounce handling and it unsubscribed all subscribers from several lists that we have. I can still recover those data from Statistics or Filters but when I try to subscribed users to the list again, it won't do it anymore since the users got tag as unsubscriber.

Is there a way to force filter action to subscribe again?
