The way I got around this was to create a template as a "web site editor" option (older version of creating newsletters). Unfortunately to add any drag and drop features I had to copy the code from an regular drag and drop template for eg social icons or embedded Unsubscribe link or view online link. Bit more cumbersome but at least I could insert images, modules, etc as needed. Hope this helps
