In general, a user profile should be used in case you have an integration between Joomla and the AcyMailing, so whenever you create (register) a new user in Joomla, a subscriber in AcyMailing is created. That way, your users already checked privacy policy during the registration.
Module should be used if you just want to collect new subscribers, without creating new users in Joomla
