In order to use the automatic bounce handling you need to configure a dedicated bounce emal address. Acymailing uses this address as the bounce address in the emails you send. Any bounce messages will be send to this enmail address. Acymailing then logs into you bounce mail box and processes the bounce messages.
For the bounce rule "Mailbox full" yu can set how many bounces messages you acept before executing the action of the rule. By default it is set to 3. So the first two bounce messages "Mailbox full" for a user nothing happens, Acymailing just deletes the bounce message. When this bouince messages for this user is received for the third time the user will be deactivated.
The 403 error comes from you webserver. It somehow doesn't provide you access to something.
