Campaign not sending to all active subscribers

Hello,

I sent a newsletter to all my lists, which together have 179 active subscribers. However, the campaign was only sent to 150 recipients. There are no bounce or failure notifications.

All accounts are marked active, and no one unsubscribed. Why would 29 active subscribers not receive the email even though all lists were selected?
