I enrolled a user to a new Joomla access level.
In the options I allowed this level to access the administrative interface.
I created a menu item with access to Front-end newsletter management.
The user can access, view and modify the newsletter I have prepared (as Super User) but when Save the content it disappears or loses the formatting.
