You can't, I am afraid
One licence is valid for one domain. Even a subdomain or a subfolder of the domain counts against a licence key. If you need to activate a licence on a staging site, you need to have separate subscription for it

The staging is running on a sub-domain as described (dev.domain.com, test.domain.com, www.domain.com)
When i activated the license, it did it automatically for "test.domain.com" because there I was installing and testing first.
How can I make sure that the license will be recognized on all 3 stages?

Mihha just explained you can not do that as a license can only be attached to a single (sub) domain.
If you would like to change the domain your license is assigned to simply unlink the licence in Configuration->Licence and go to the other domain and link the license to that domain. You can change this any time you want.
